Statement of the 23rd Congress of the Social Democrat Hunchakian Party

The 23rd Congress of the Social Democrat Hunchakian Party concluded its work in Yerevan, the capital of the Republic of Armenia, with the participation of delegates from party structures operating in Armenia and the Diaspora.

The delegates noted with satisfaction the steps taken in recent years in Armenia toward the establishment of peace, the liberalization of the economy, the strengthening of democracy, the raising of the living standards of the population and in other directions.

The Congress welcomed the multipolar, balanced and proactive foreign policy pursued by the Republic of Armenia, which is based on sovereignty, mutual respect and mutual economic benefit. The strategic and economic partnerships formed as a result of all this contribute to the modernization and strengthening of Armenia’s defence capabilities, as well as to the creation of new economic opportunities, making Armenia an integral part of East-West communication routes.

The meeting also expressed concern regarding certain issues that remain the subject of public attention. Among them are the current situation prevailing within the judicial system and the inadequate protection of workers’ rights.

The Congress assessed positively the ongoing negotiation process between Armenia and Turkey and deemed necessary the establishment of normal and predictable relations between the two neighbouring and sovereign states.

The Congress reaffirmed the Party’s approach that it is necessary to distinguish Armenian-Turkish relations from Armenia-Turkey state-to-state relations. At the same time, the negotiation process in no way signifies a renunciation of the just demands of the Armenian people toward Turkey.

The Congress found that bringing Armenia-Azerbaijan peace process to its conclusion and establishing normal relations stem from the interests of the two countries and the peoples of the entire region. And the release of the Armenian captives held in Baku’s prisons, the discovery of the missing persons, delimitation and the withdrawal of Azerbaijani troops from the sovereign territories of Armenia continue to remain priority issues.

The Congress condemned Azerbaijan’s attempts to distort the identity and ownership of Armenian historical-cultural monuments and the rhetoric undermining the peace process.

On the other hand, the Congress stressed the necessity of making Armenia-Diaspora relations more practical and of using the potential of the Diaspora more effectively, giving priority to the strengthening and empowerment of Armenia’s statehood.

The Congress found that in view of the serious national and social challenges facing the Diaspora, especially the growing alarm of the danger of assimilation, today more than ever the special care of the Republic of Armenia is necessary to support the high importance of preserving the Armenian identity.
