The government of Armenia last week approved and sent to the National Assembly the draft state budget for 2027.
The budget message states that its socio-economic orientation aims to link economic development and social policy more closely, directing state financial resources to those programs which, in the government’s assessment, ensure greater and more sustainable socio-economic results.
A number of programs are singled out in the message, for whose financing large sums are envisaged.
One of the largest allocations, 60 billion drams, is envisaged for providing cashback to pensioners on cashless payments. This sum is 40 billion drams more than the allocation envisaged for 2026.
54 billion drams are envisaged for social assistance to persons forcibly displaced from Karabakh to Armenia, including for accommodation and housing provision expenses.
For compensation of social expenses made cashlessly by declaring physical persons, 22 billion drams are envisaged for 2027, instead of 10 billion drams in 2026.
For cashback on cashless payments through the Arca national payment system, 3.5 billion drams are envisaged.
For the implementation of the “Academic City” program, 6.8 billion drams are envisaged for 2027. The funds will be directed to construction work, the acquisition of international consulting services and the servicing of contracts.
The government also plans to build, fundamentally repair or renovate 159 schools and 4 kindergartens, providing them with necessary property and equipment. Through the attestation of teachers and a number of other pedagogical workers, a rise in their salaries is also envisaged.
In the road sector, it is envisaged to fundamentally repair about 260 km of road and 8 transport structures, as well as to carry out medium repair on 120 km of road.
State support will continue for companies operating in the high-technology sector, for the engagement of new workers, retraining and for labor migrants.
Agriculture support programs will also continue, including in the directions of livestock breeding, intensive horticulture, agricultural technology and the leasing of equipment.
In the aviation sector, financial support will be provided to those airlines which will transport passengers from new directions to “Zvartnots” and “Shirak” airports.
Under the program for the energy-efficient renovation of apartments and individual houses, it is envisaged to subsidize the interest rates of already engaged loans for 34,555 beneficiaries.
For the program of support to persons with hopeless credit obligations who have remained outside the labor market or have partial formal employment, 1.6 billion drams are envisaged.
In 2027 the phased introduction of the general health insurance system will also continue. From 1st of January 2027 it is envisaged to include in the insurance program also those receiving salaries of up to 200,000 drams.
