The question of the exchange of existing enclaves and exclaves between Armenia and Azerbaijan is one of the options being discussed in the negotiation process.
Armenian Prime Minister Nikol Pashinyan stated this during a briefing with journalists.
“There are several options for resolving the issue of enclaves-exclaves. The point is that the solution should be such that there are no enclaves and exclaves on either side of the border; that is one of the scenarios being discussed. I feel that the understanding in Armenia and Azerbaijan that such a solution must be found is becoming more tangible, because we all understand that the other scenario will create numerous problems, especially among the residents of those villages — how will they cross the border and so on,” Pashinyan said.
The prime minister noted that it must be understood what formulation that solution will receive in technical and legal terms, for example, whether there will be a need for a referendum or not.
“First, delimitation must take place, the location of precise territories; we must know what territory Artsvashen represents, so that we give a correct solution,” he noted.
The prime minister of Armenia added that he believes Armenia and Azerbaijan have entered the final phase of the institutionalization of peace and it is important that that process reach its conclusion by 2031.
