Washington Declaration Is Historic Opportunity for Lasting Peace in South Caucasus

A delegation led by RA National Assembly President Ruben Rubinyan is taking part in Rome in the European Conference of Presidents of Parliaments of the Council of Europe.

During a discussion titled “Resilient democracy, uniting against hybrid threats” held within the framework of the conference, RA National Assembly President Ruben Rubinyan stressed the importance of strengthening democratic resilience, countering hybrid threats and establishing peace in the region.

Rubinyan stressed that for Armenia democracy is not only a fundamental value, but also an inseparable component of national security. He noted that disinformation and foreign interference are serious challenges for democratic institutions and the sovereignty of the state, emphasizing the strengthening of information resilience and international cooperation.

The National Assembly president also touched upon the trade restrictions concerning important sectors of Armenia’s economy during Armenia’s electoral period, noting that along with information manipulations and political pressure they are viewed as part of a broader hybrid campaign aimed at influencing Armenia’s democratic elections and increasing the levers of foreign influence in favor of opposition political actors.

Turning to regional developments, the National Assembly president described the Washington declaration of 8th of August 2025 and the initialling of the peace agreement between Armenia and Azerbaijan as a historic opportunity to move beyond decades of conflict and establish lasting peace. He also emphasized the advancement of the process of normalization of relations with Turkey, for the sake of a more open, stable and developing South Caucasus.
